Zur Saison 2023/24 ergeben sich folgende Anpassungen bei den Regeln:
Neu: Regel 18.5: On-ice Video Review of Minor Penalty for Delaying the Game
→ Regel 18.5 (Regelbuch 2023/24)
Für Strafen wegen Spielverzögerung aufgrund eines Verstoßes gegen Regel 63.2 II können die Schiedsrichter ab dieser Saison die Szene im Videobeweis überprüfen. Bei Regel 63.2 II geht es um das Schießen des Pucks über die Bande.
Der Wortlaut der neuen Regel:
Referees shall have the option to review all plays that result in the assessment of a minor penalty for „delaying of game“ Rule 63.2 – III for the purpose of, 1. confirm the call on the ice or 2. Nullifying the call on the ice. Such reviews will be conducted exclusively by the Referee(s) on the ice in consultation with other On-ice Official(s), as appropriate, using the technology (for example, a handheld tablet or a television or computer monitor) specified in and provided pursuant.
Anpassung: Regel 19.1: Coincidental Minor Penalties

Bei Strafen gegen Spieler beider Mannschaften heben sich diese gegenseitig auf. Das heißt, die betroffenen Spieler müssen ihre Strafe zwar auf der Strafbank absitzen, es wird jedoch trotzdem mit fünf gegen fünf weitergespielt.
Bisher gab es jedoch einen Sonderfall: wurden bei fünf gegen fünf Strafen gegen jeweils einen Spieler der beiden Teams ausgesprochen, so wurde mit vier gegen vier Spielern weitergespielt, obwohl sich die Strafen theoretisch aufgehoben hätten. Ab dieser Saison entfällt dieser Sonderfall und die Strafen heben sich immer gegenseitig auf, sodass auch in diesem Fall mit fünf gegen fünf weitergespielt wird.
Dabei ist der folgende Wortlaut aus der Regel entfernt worden:
When one Minor Penalty is assessed to one (1) Player of each Team at the same stoppage in play, these penalties will be served without substitution provided there are no other penalties in effect and visible on the penalty clocks. Both Teams will therefore play four (4) Skaters against four (4) Skaters for the duration of the Minor Penalties.Should one (1) or both of these Players (or any other Players) also incur a Misconduct Penalty in addition to their one (1) Minor Penalty, this rule shall apply, and the Teams would still play four (4) Skaters against four (4) Skaters. The Player incurring the Misconduct Penalty would have to serve the entire twelve (12) minutes – Minor Penalty plus Misconduct Penalty – and their Team would have to place an additional Player in the Penalty Box to serve the Minor Penalty and be able to return to the ice when the Minor Penalty expires.
Anpassung: Regel 20.6: On-Ice Video Review of Major Penalties

Es gibt zwei Anpassungen an der Regel zum Videobeweis bei großen Strafen.
Als Erstes wurde der folgende Passus ergänzt, sodass große Strafen im Zusammenhang mit Regel 46 – Fighting nur dann überprüft werden können, wenn es um Regel 46.5 – Dangerous Puncher “Sucker Puncher” geht:
[…] Exception to this rule is that situations under Rule 46 – Fighting can only be reviewed if they fall under Rule 46.5 – Dangerous Puncher – “Sucker Puncher”. No other situations under Rule 46 – Fighting can be reviewed.
Zusätzlich wurde den Schiedsrichtern die Möglichkeit gegeben, Strafen im Videobeweis zu annullieren. Bisher konnte das Strafmaß nur auf eine kleine Strafe reduziert werden.

Entfernt: Regel 21: Match Penalties
→ Regel 21 (Regelbuch 2022/23)
In der Praxis gibt es keinen Unterschied mehr zwischen Match-Strafen und großen Strafen mit Spieldauerdisziplinarstrafe gibt. Der Unterschied ist rein formell. Entsprechend wird zur Vereinheitlichung und Vereinfachung die Match-Strafe aus dem Regelbuch entfernt.
Neu: Regel 21: Dangerous Actions
→ Regel 21 (Regelbuch 2023/24)
Die entfernte Regel zu Match-Strafen wird ersetzt durch Regel 21 – Gefährliche Aktionen.
Hierbei wird festgelegt, dass gefährliche Aktionen grundsätzlich mit einer großen Strafe plus Spieldauerdisziplinarstrafe geahndet werden.
Der Wortlaut der neuen Regel:
Regel 21.1: Major Penalty and Game Miscoduct Penalty
A Major Penalty with an automatic Game Misconduct Penalty shall be imposed on any Player who commits an action that is not covered by the playing rules and, in the judgement of the Referee, endanger any person involved in the game.Regel 21.2: Disciplinary Measures
If deemed appropriate, Supplementary Discipline can be applied by the Proper Authorities at their discretion.
